Monika Gliwka

Deputy Director, Head of CSIRT Infrastructure Crisis Management Office, Ministry of Infrastructure

Cybersecurity expert and manager with extensive experience in government administration, including national security, as well as in technology projects. Since June 2026, she has served as Deputy Director of the Crisis Management Office and Head of CSIRT Infrastructure at the Polish Ministry of Infrastructure, where she is responsible for building, developing and bringing the sectoral cybersecurity incident response team to full operational capability.

Throughout her career, she has worked as an officer, government cybersecurity expert and cybersecurity trainer at NASK, contributing to projects and initiatives of national importance. She combines operational, regulatory and strategic perspectives, with experience in developing cybersecurity systems, managing large-scale IT projects, and coordinating cooperation between public institutions and international partners. Since 2025, she has also been developing the Cyber Simplifier startup as its Founder and Chief Innovation & Strategy Officer.

She is a graduate of management and diplomacy programmes and has completed postgraduate studies in cybersecurity management. She was the winner of the third edition of the Rising Star in Cybersecurity competition and a member of the winning “MC Team” at the AWS DDoS Game Day in Munich in 2024. She has participated in the NATO Locked Shields exercise at the strategic level and holds numerous industry certifications in cybersecurity.
